On average, state foster care systems operate with only 35% of the foster parents they need to properly serve the foster children in their communities. This results in strained case workers, overworked foster parents, reliance on group homes, and sub-par outcomes for foster children. Improving the effectiveness of foster parent recruitment is absolutely essential! We host various outreach activities at churches, community events, and local businesses. Our proprietary recruiting method, emphasizing personal one-to-one contact that “normalizes” fostering for prospective families, is approximately 90% more effective than traditional recruitment methods. The gains in effectiveness lead to 50% improvements in in downstream efficiency.
2016 Recruiting Goal: to extend our recruiting programs throughout North Florida (from Pensacola to Jacksonville) and recruit 50+ new foster homes in the process.
Given the difficulty associated with recruiting new foster families, it is critical that we retain as many currently active foster families as possible. One state in which we are active recently set an annual goal to recruit 1200 new foster homes. While they achieved this recruitment goal, they also lost 1100 previously active foster homes in the same year. This is like trying to fill a bath tub without plugging the drain. GO FOSTER! seeks to increase the “flow rate” by recruiting great foster homes and “plug the drain” by improving the retention of existing families. In the nearly two years we’ve been operating our parent retention program, we have experienced over 80% retention of participating families.
2016 Retention Goal: to maintain greater than 80% retention of GO FOSTER! families.
Since foster parent recruitment and retention are centrally important to the long term success of children in dependent care, they should not be guided by intuition alone. The only way to facilitate long-term improvement in the foster system is to measure the objective effects of recruitment and retention efforts. By doing so, future investments in child dependency will be increasingly effective. That’s good news for taxpayers as well as children! GO FOSTER! is building a longitudinal panel of foster parents that will allow us to begin optimizing foster care recruiting and retention practices. We have the expertise of several Ph.D. researchers and the trust of our member parents.
2016 Research Goal: to initiate three pilot research projects related to fostering and have one of these in review at a scientific journal.
